Clatskanie has suffered a downtrend in business growth and opportunities, having been a timber-dependent community and especially since the flood of February 1996. Some businesses came back after the flood, some didn't and others have quit since trying to come back. Clatskanie needs a recovery plan, which would include a theme, some design concepts, a plan for attracting business back to the city, and seed funding. There is much enthusiasm expressed by members of the Clatskanie Chamber of Commerce, but it is waning. This plan would help provide the help they need. |

With a plan completed and a program started, the City Council has agreed to form an Urban Renewal Agency in order to help fund the improvements needed. |

$25,000 would be used to develop the plan and $50,000 would be used as an incentive program to start with remodeling and some street furniture and sidewalk improvements. This could be used as part of a matching grant to encourage businesses to put in their own money into improvements.
